Sets the channel owner. 

SetChannelOwner(channel, newowner);
Arguments
(String channel, String newowner)
channel
channel name to be changed
newowner
the new owner of the channel
Returns
nil
Example
SetChannelOwner("myFriends", "Sij");
Description
Changes the owner of the channel to the player specified.
