The Terms of Use Agreement is a legally binding agreement which has to be ratified before one is able to play World of Warcraft. Variously called TUA, "Terms of Service" or "Terms of Use".

The other huge wad of text that you scroll past and click "Accept" on when you first install the game or a new patch. It governs your use of and conduct on the World of Warcraft servers.

This is different from the "End-User License Agreement" (EULA) or "License Agreement". You must agree to the EULA before installing or patching World of Warcraft.
