An Operating System or OS, is the software generally responsible for starting, running, and providing means to interact with a computer. WildStar supports running on only the Windows OS, currently.
For WildStar, nearly all of the settings for WildStar are specific to the currently logged in user, and are stored with the users account files and folders. Thus WildStar settings are generally user specific.
