Returns header information about an article.

 id, title, isHot, isNew = KBSetup_GetArticleHeaderData(index)

:;id : Integer - The article's id.
:;title : String - The article's title.
:;isHot : Boolean - Show the "hot" symbol or not

  if isNew then
